In Iowa, we’re no strangers to bracing for storms, especially when it comes to protecting properties against costly damages. However, floods don’t affect everyone equally and there is a social side of natural disasters that is not always considered. Allocation of funds for emergency planning is based on floodplain models, but traditional models don’t identify locations of the most vulnerable groups of people that are often injured and displaced due to natural hazards....
